Live2d wont open files?

I hadnt used the program in a few months and re-downloaded the newest version.
My psd's would not open without an error message.
I started downloading earlier versions and it did not help the problem.
I am currently at version 4.2.00 and still it will not open any files without error messages.
im on Windows 10

my computer model is a custom pc

my cpu is AMD Ryzen 9 3900X 12-Core Processor 3.80 GHz

EVGA gEFORCE rtx 2080

im trying to open photoshop psd files.

i have 930 gb of memory

The program will not open ANY psd files.

Now, please download the following sample model "Hal" package.
Can You load the PSD in the package into Cubism Editor and open it successfully?
