Static facial expressions

Maybe a weird question, but I'm setting up a model and I was wondering if there's a way to make the eyes and mouth not animated traditionally but rather have an Animal Crossing style where every expression is separate. So instead of animating the eyes blinking there's an open eye model and a closed eye model with no transition between them. Am I making any sense and is this doable?
